The ORION Project candidates, who would later retroactively be called the Spartan ls, were the UNSC's first real supersoldiers. Some of the Spartan Is had children who were then taken into ONI's care and given augmentations when they were just infants. These Spartan 1.1s, as they were called, were notably stronger than normal humans but were still inferior to the actual Spartans. It's unknown why ONI decided to augment these children. Perhaps the augmentations of the parents made them more compatible.
